CAR OCCASIONALLY WON'T START CRANKSHAFT POSIT

1999 Saab 9-5 4 cyl Front Wheel Drive Automatic 116000 miles

I have a 1999 saab 9-5 2.3l 4cyl with 116,000 and an Automatic trans.
On ocassion my car won't start but after trying a few times/ letting it sit for 20-30mins it usually starts up.
I had the check engine light come on and had it checked out, and it read code P0337 Crankshaft Position Sensor A Circuit Low Input. What exactly does this mean and do I have to replace replace it?
Also my acc unit completley went out and some interior dome lights quit working shortly after I pulled the obdII code, so is this a crankshaft position sensor issue or a major electrical problem?
