REPLACE BROKEN REAR WHEEL LUG STUDS

When I was removing rear tire lug studs were frozen and I had to break two lugs off in order to remove wheel. How do I remove the old studs to replace with new ones? Does the rear axle have to come out? Can you tell me what tools I need? Can you tell me the amount of time it will take to do the repairs? What is the cost of the repairs? Does this need to be done by a certified mechanic or can a shade tree mechanic do the repairs?

Need more info. Do you have drum brakes, or disc brakes in rear?
