RADIATOR HOSE HAD A CUT...FAN NOT WORKING NOW

OKay, so I had this Repair shop do my breaks and oil change. They dropped my car back off to me at work, I preceded to leave headed home, My wheel would not turn. And It wouldn't heat up. I discover that my belt was not broke but simply off. I had it replace and put on by a different mechanic. It has been fine until this morning when I smelled a burning smell that happened to be Coolant, I inspected the car, and I noticed that there was a slit in the Radiator hose. Now my fan will not run. Very frustrating. But I need to know what is possibly wrong now.

Replace the hose get some coolant in the cooling system. So the inside blower fan is inop at any speed?
