2003 Pontiac Grand Prix Car has no power!

Okay, my car is having problems shifting at low speeds especially when going up any incline. I have to steadily give the car gas and even then the car will only do no more than 30 mph. When I try to give the car more gas the rpms shoot up to 4000 and just stay there with the needle floating. When the car idles it the rpms is a little below 1000 and the needle also flutters. I have a service engine light the comes on and off. The code is P0404 Exhaust Gas Recirculation Circuit Range/Performance. I have changed my spark plugs and cables, did a transmission clean and changed the upstream O2 Sensor and also changed my fuel filter. I really don't think that it is my transmission cause when it does shift it is with no problems. The transmission does not sound like it is slipping. I was told that maybe it could be the egr valve, but I am trying to get a second opinion. I just want the pick up back in my car. Thank you.

Try cleaning out the EGR valve and go from there
