2001 Pontiac Grand Prix Car has electric power but not to s

When ignition is turned to start there is a click by the glove box but car does not turn over. I thought I had a starter problem so I replaced starter with no results. Lights are bright and battery seems good. I looked at fuses and relays and everything looked good. I even swapped a couple of relays around in case the ignition relay was bad. I can start the car by using a jumper wire between the battery and starter solenoid with the key in the on position. The car has a theft system. Other forums mention passlock is that an ignition key with a chip. I don't believe my car has this as the key is small. Thanks, Lee
