1991 Pontiac Grand Am cooling fans

I have a 1991 Pontiac Grand Am 3.1L. I have replaced the thremostate and the engine coolant temp sensor and the elec fans will still not come on when the temp of the engine hit 200. Have looked at almost all the wiring and not seen any bad wires or lose grounds. Where else do I need to look at to fix this.
