1998 Plymouth Voyager On first try, won't start

1998 Plymouth Voyager 6 cyl Front Wheel Drive Automatic

My 1998 Grand Voyager has had a problem ever since I left my lights on, and had AAA come jump me off.
I believe the problem only happens, when the engine is cold.
When I try to start it, at first, it turns over, but won't start. Turn switch off for a couple of seconds, try again, and it starts right up.
It has also started making a kind of whirring noise frome the front end, when driving. My husband checked the alternator, and it is putting out good voltage.
Also, sometimes the speedometer and tachometer don't work after starting, but if you turn switch off and back on, they start working. Sometimes it take a few times of turning off and back on.
