Lights dim after driving

I have a 1993 plymouth sundance 174,500 miles 4 cylinder. My check engine light came on the other day and my battery died. I put in a brand new battery the car started and ran 22 miles to work no problem, but just the check engine light was still lit. On the way home (night time) I noticed the headlights dimmed almost to the point of driving blind! The battery is now reading between 10 - 12 volts. But the car still starts, also the dome, instrument, and brake lights are still bright as well as the turn signals, except the four way caution lights and the horn do not work. Any ideas whats up with the car?
