Fuel filter location

I believe it is the fuel filter after driving my car and I come to a stop once I press on the gas my car is slow to go and there is even resistance. The service engine soon light is on. My car smells like burnt rubber.

I just changed my fuel filter. I was told by a someone that I should put an additive in my fuel tank after changing the filter. Is this true and if so, what do you recommend?

Untrue. What is the logic behind it?

It filters out particles and is changed to prevent restrictions and to prevent contamination should it begin to allow dirt to pass through.

Additives change the chemical composition of the fuel for cleaning purposes at the engine only.

No correlation between the two that I can understand.
