CAR ENGINE CHUGS AT 40-50 MPH

1999 Mercury Tracer 4 cyl Front Wheel Drive Automatic 108000 miles

My car engine hesitates or chugs at 40-50 mph. I took to a repair shop and they diagnosed it with the plug in diagnostic michine and it said that cylinder 2 & 3 were miss firing.
They suggested new plugs, wires and then ignition coil. I have done those three steps in that order and it still does it.

RPM is at around 1800 to 2000 it seems to happen when the car RPM drops from higher then 2000 to 2000 when chaging automatic transmission gears? It runs fine at 0-35 mph and it doesn't happen above 50 mph. I beleive it is somehow rpm related?

Please help.
