1998 Mazda Millenia Car trys to start too soon

When turning the key the starter will engage both between the AC and On position and at the start position instead of just the start position. Which I know can not be good for the starter especially when you turn the car off and before it cuts off, something is telling the starter to start the car (even though its already on) and there is this loud ting sound. I dont want to mess up the starter, so I know I need to fix this problem before its too late. I have come down to the conclusion that it is eithe the Ingnition switch or the key tumbler. Being that neither are cheap, and one is about $200 more than the other, I dont really want to make the wrong choice and waste money that is really hard to come by these days. Any help would be greatly appreciated Thank You!
