LIGHTS AND RADIO COME ON BUT CAR MAKES CLICKING NOISE WHEN TRYING TO START IT

When I put my key in the ignition, all the lights and radio come on but when I turn the key to start the car it just makes a clicking noise. Does this mean I need a new starter? Or a new battery? Or both! Also one of my battery cables had electrical tape on it when I purchased the car about a year ago and now when peeling back the tape, I'm noticing corrosion. Do I need to purchase new battery cables as well? Please Help!

Clean your battery cables first.
If the engine starts afterwards, case closed.

You can also have the battery tested at an auto parts store [they usually dothis for free]. This way you will know if the battery or the starter or battery cables are bad.
