Fuel gauge needle light & State inspection


1994 ES300 V6 mileage: 196,000. The light along the needle for my fuel meter was partially unlit for a while and is now fully out.
In order to pass state inspection (I have a buyer lined up), am I really required to fix this? It seems excessive - nothing is wrong with the meter itself (most other cars don't even have lights along the needles - they're just orange colored), and all the other lights on my dash work fine. I have read on this site and heard that it's not repairable unless the whole digital dashboard is replaced - is there no good solution around this? Thank you so much.
