1993 Lexus LS 400 voltage on coil

Electrical problem
1993 Lexus LS 400 V8 Two Wheel Drive Automatic 189.30 miles

Car sometimes starts and runs for a few munutes and quits and won't start again. I have check the voltage on the coils and they seem to vairy for time to time. At on point it seemed to be getting 6volts on primary and secondary side. Then it goes up to 12 volts and stay there but there is no voltage on one side of the coil. Now is my meter faulty or these reading I am getting is correct and if so what is causing this. Ecm computer. Igniters, Relays, poor ground. I have noticed that when I switch the key to the on positon I can hear the igniter making a clicking noise as if they are being truned on. I also hear the camshaft sensor but can't get any voltage reading form neither of the two. I 've tried testing them with the car swithed on as well as when running the starter haven't been able to get any kind of reading with meter or test light.
