2001 Jeep Wrangler Not turning over

The engine will not turn over for my 2001 Jeep Wrangler Sahara after sitting for extended periods of time. It will start between 1-30 mins of not running. It doesn't appear to be either the starter or the battery. It sounds fine, but just won't fire up right away, sometimes taking two or three trys. Fuel pressure seems fine, but will go down after shortly after turning the ignition to on. It doesn't help to pump the gas peddle before or during starting.

Attach a fuel pressure tester and start the engine let it idle for a few seconds and stop the engine leaving gauge attached note the reading on the gauge wait thirty minutes read the gauge once more if pressure has dropped considerably then the pressure is leaking back through either the pressure regulator or a faulty check valve in the pumps sending unit
