1997 Jeep Wrangler The car won't start

I have this car that was runnig and sometime it acted like was loosing fuel or shutting down. Finally it stop completly. I checked the fuel pump, wiring to the fuel pump, fuses and relays. I noticed the the fuel gauge is not reading and the interior fan does not work. Again I checked fuses and wires and looked ok. I connected an OBD scanner and does not read any any codes or anything in the car itself. I gives me a reading that the tool is not connected properly, I checked the tool with anothe vehicle and reads ok. I also cheked the ignition swtch and is ok. I disconnected the ECM and try to started and acts the same way. The gauges do not work, engine turns just like before. I believe is the ECM but how to test it and if I buy a new one does it need to be programmed.
