OVERHEATING AND OIL LEAK

hey this is chill909, I have a 91 jeep cherokee w/ about 140,000 miles on it. Im having some trouble with it. When it is really hot out and my engine heats up it overheats when I am idling. The tempreture gague will sometimes get up to 240 degrees and no fan or anything turns on to cool the engine off. It only cools off when I start driving again, it will go down, but not to 190 like I think it is supposed to be running at. I am afraid that one time ill be idling so long that my engine will overheat and cause serious damage. Is this a normal thing? Also I have a pretty bad oil leak in the metal column that is connected to my oil filter. It looks like there are two pieces connected in this column that is sort of like an elbow joint looking pipe and the leak is at the joining part. It is not the seal of the oil filter itself that is leaking. What can I do for this?
