Intermittent voltage problem, dead battery, faulty alternator?

I have a 1997 Hyundai Elantra Wagon that has had what was diagnosed as Battery or Alternator issues one and off for several year.

The alternator was recently replaced (at my request) and six months later the car is starting to fail on the road again.

When I took the car to the dealer they said the alternator was fine. When I took the car to the battery dealer, they said the battery was fine.

I finally hooked a voltmeter up to the DC port, and while I usually read 12.5-14 volts, on occasion at start up it settles in below 12 volts, then slowly starts dropping.

I have been able to determine that if I leave the car running and the fan kicks in, then the voltage jumps to 13.5 and the output voltage seems to be correct for a while.

What else can I test to determine where the issue is?

Have ALT re-tested seems to me that is the fault
