I turn on my car, and it starts with a very high rpm and then slowly goes down, and then when I change the gear from P to D the cars RPM will drastically jump up and down and you can feel the whole car moving forward but it wont because I'm stepping on the brake and then the cars engine shuts off after a few seconds, also happens when I come to a stop, the cars rpm will go up and down and then die, the car seems fine while driving its just when idle, stopped, and accelerating.

The idling control system is not functioning correctly.

Check for vacuum leaks, idle speed adjustment and Idle Air Control Valve.
