FRONT CALIPER WILL NOT ROTATE

I replaced the brake pads on my 88 honda Civic. I did one side with not problems. Then when I went to the other side, I could not rotate the caliper up. I even compressed the piston completely in using a C-clamp. I removed the bottom guide pin. Then I was able to pull really hard to move it up. When I went to lower the caliper, it is very hard to push back. There appears to be a lot of tension. Any replies is greatly appreciated.

Rotate the caliper? It really isn't supposed to rotate. Have you checked the brake master cylinder fluid level? I wonder if it is over full and there is no where for the fluid to go.
