2004 Honda Civic temperature dash gauge

My temperature dash gauge is maxed out at times. You can select hi-heat or hi-cool and it returns to normal, and sometimes doesn't do any good. The best selection is to turn on the a/c and the gauge remains normal for a long time. The car is not overheating because I checked the water temperature and the reading was 105 degrees. Could this be a electrical problem? I do notice at times the heat temperature takes 1 to several minutes to get hot in the inside of car for comfort, but no overheating at all underneath the hood.I apoligize for not donating but I lost my job 6 weeks ago to an unlawful dischare by my company.

Check your engine coolant temp sensor.
