1998 Honda Civic My A/C stopped working

My air conditioner has been working since I bought the car a year and a half ago, but it stopped working a couple days ago. I took it to the shop and the technician said I need to replace the blower motor. I removed the blower motor to replace it, but my old one still runs when activated. He also told me to replace the relay because if I don't, the blower motor will burn out within a year. He told me the problem was definately electrical, but I don't know if it could b the resistor or the relay or what. I can hear the fan spinning when I turn the a/c on, but I don't feel any air whatsoever. My car has 4 levels of air conditioning and the first 2 has never worked also.

I would be looking at getting a blower resistor.
