1997 Honda Civic idling

A couple of weeks ago my car was stolen and the throttle body and distributor was taken. Now I have put everything together now the idling of my car stays at 3000rpm what can I do to lower the rpms?{Note: I have replaced the tps sensor on the throttle body thinking that it was the problem}

Did you change the idle air control valve? Did all the electrical plugs line up? The linkage is not holding it open(the throttle plate) on these sometimes the idle air control valves freeze causing either too low or too high idle, this is most likely the problem, also did you set the timing perfect? Ps I hate thieves. Im aggravated just thinking someone stole this stuff from you.
