1997 Honda Civic IAC Valve Problem?

I have a honda civic dx 1997. I had let my car sit over the winter because I didn't need to drive it. So in the summer when I started it up. The alternator was seized and it wouldn't start. I got that fixed, but then my car. When it sits in the idle position(in nuetral or park). When it warms up. My rpm starts to surge from 1300 to 2000. I recently took it to the honda dealer, they told me I needed a new IAC valve. Saying that I could do it myself but in the end I would still have to go back to get it re-programmed. So my question is."Does the IAC valve really need to get re-programmed after being installed?"
