1995 Honda Civic Honda won't start up right away when cold.

I've owned the car for thirteen years and never seen this problem occur. I just replaced the starter, new radiator, oil gasket, fuel filter, spark plugs and battery. When starting the vehicle it whines, all belts are rotating. It takes a good six trys to get the car to start. I thought it might be a wiring issue. It could be the fuel pump but I'm wondering if anyone else has any ideas. Thanks for your time. Best, Jill

Well there are a few possibilities. Without getting too crazy with ideas you should do some basic tests when the vehicle takes a long period of time to crank.

Measure your fuel pressure at the rail, it should be around 36-38psi.

Check for good bright strong spark when the vehicle is cold.

If it passes both of these tests reply back and I will further guide you into what it may be.
