Flooding

1982 Honda Accord. When I rally my car and rev the engine at high rpms, it seems like my engine gets flooded. When I mess around and rally, then turn off my car, it has problems starting up again as if it were flooded. Also I was checking my spark plugs and they look like they are too hot. Could these two problems be related? Also I was wondering what would happen if my plug gaps were incorrect. Thanks!

Get it to operating temperature and observe the choke plate while reving it-might be closing up. When engine is fully warmed-the choke plate should fully open-whether its in idle or part throttle
