1999 Honda Accord Problems starting and stalling

I have 2 problems. The first has been ongoing for a couple years now. If I leave the car out in the sun on hot days it won't start. As soon as it cools off it starts no problem.

The second problem just started recently. Just after starting the car the engine struggles. If I try to drive it right away the engine looses power as I try to accelerate and almost stalls. If I let the car sit and warm up the rpms go way down and the car almost stalls. Once the engine is up to normal running temperature it runs fine. I did some research and changed the ignition switch but the same symptoms still occur. What else could be causing this?

Next check and test the PGM-FI main relay
