PROBLEMS STARTING NEW 350 IN A 91 Z28

Ok, I have a 91 Z28 that had the 305 in it. I had a local speed shop build me a 350 using my old 305 intake. It has mild cam work done and is bored over 30. The car is basicly stock w/ the exception of the new engine. I have had it for about 2 months sitting in my garage waiting to be put in during warmer temperature. I finnally put it in and for some reason we are unable to get it to fire up. I installed a brand new battery, but when we try to fire it up it will turn over a couple of times and then die down as if the battery is dead. We then used a battery charger to jump the battery and it does the same thing. We have also tried to jump it w/ another vehicle, but still no luck. Do I need to find a stronger power source, or do I have another problem?
