POWER STEERING FLUID LOSS

I have a 1987 Buick Regal 3.8 turbo. The power
steering fluid sprays out the top of it's reservoir
when the engine is turned off. The problem has been
active for 2 years. I have replaced the pump, cap, steering box and a low pressure line with
rebuilt parts. The fluid that is left is foamy. It sprays
the whole quadrant of the engine compartment.
What a mess! Any suggestions?

There is a check valve in the rack that prevents that.
