2001 GMC Jimmy 6 cyl Two Wheel Drive Automatic 73K miles

My engine light came on about 3 days ago. It gave me a troubleshooting code PO128 " coolant temp is always low" I am running a few degrees cooler, my coolant level is fine. Would I replace the thermostat first or the Engine coolant temperature sensor? I have both on hand.
