Fuel not reaching Carb or even making way up through filter.

This problem was intermittent for a while and I thought it was the pump but pulled the pump off and moved the lever and it is sucking and pushing fuel. I am able to draw fuel through the hose from the tank with the suction of a turkey baster, so I don't think it is the fuel line from the tank. I was thinking it was the contact on the fuel pump arm but this worked then stopped working again. I would think if it was that it would not move the pump lever at all. I am thinking carb now. What about the fuel entry point into the carb being stopped up? No fuel is reaching the carb or even into the filter. Can that entry point be unscrewed and cleaned without removing the entire carb because it looks like it can be unscrewed off the carb. Any help is greatly appreciated.

Needle and seat may be the issue. Take off the top of the carb to access.
