2001 Ford Taurus cruise control and RPM

Hello I notice while I am using my cruise control that my RPM needle starts to dip about 2-3 spaces but always returns back to the number which it was on. Also while the RPM needle dips it feels as if something is pulling the car back and then it lets go. The speed never changes or it seems as if its not effected. I am wondering if this could be caused by not having enough transmission fluid in the car, I don't know?
