Battery was dead, chaged battery and there was no power. Still had charger hooked up and got lights to come on. Accidentally attempted to start and then everything went dead while charger was hooked up. Did this blow a fuse or breaker?

Was the battery hooked up improperly on the charger? The vehicle can be started with a charger on it should have caused any damage.

Bad idea on the charger-to check battery condition, disable the ignitiion system-hook up a voltmeter on the battery and watch the voltage while cranking over for 10 secs if it doesn't hold 9.6 volts at that time the battery is no good. This is what you call a load test
