1993 Ford Taurus cooling fan problems

When engine heats up while driving car temp stays in cool normal range but when car is siting and idels eng temp raises and when cooling fan tries to come on check eng light comes on and car idle startes to irradicate higher and lower then idle speed goes up to 1200 rpm from 700 rpm. Cooling fan has been checked and does work in both high and low speeds connectors are attached and fan is grounded and all fuesable links are good and working and when this happens my shifting patter is also changed to higher rpms if turn car off and sits for period of time shift patern stays changed after car is restarted I have to disconnect battery and reset computer in order for shift pattern to go back to normal shift pattern for car
