Timing problems

I have a Ford F150 XLT lariat with a 351 Windsor that has a little over a 100,000 miles on it. The problem that I am having is, it is out of timing and I have done all the procedures that you are suppose to do, but when using the timing light, the timing mark on the pulley does not come up. Is there anyone that can help me troubleshoot this problem.

Mark the timing marks on the harmonic balancer with soap stone. Or a piece of chalk.
