1999 Ford F-150 engine shutting down

I can be either driving down the road, sitting still, with cruise on or off, and the engine just shuts down. It will start back up once you turn the key off and back on. Ford has had the truck 3 times and has fixed everything they say is wrong. Each time the computer has no code causing the problem. All I see is a set of green lights where the odometer is when it shuts down. Where do I go from here?

Your problem has to be on one of two places: there is a fuse under the battery tray area that cuts power to the firewall or the problem IS the computer, that might be the case why there is no code reading. One of the visible indicators of a computer failure is that light thing you're seeing on your odometer.
You should start troubleshooting from there. Good luck!
