F150 TROUBLESHOOTING NO SPARK PROBLEM

Electrical problem
1998 Ford F150 V8 Two Wheel Drive Automatic 200000 miles

Replaced PCM, Crakshaft sensor checked OK, still no ignition spark at plug, even though I have power to both positive connections on coils. We also tested both coils they are OK.
Only problem we found is no power to crank sensor, Chiltons test said there should be battery power. There is none.
There is also no change of voltage on the coil connector negative leads. We checked both on each coil terminal while cranking engine, there is none.
Need help solving this one.
Do we need to load a 'program' into the remanufactured PCM, or not, Because our OBDT II scanner says " cannot make connection with vehicle"?
