2004 Ford Explorer Won't Start

I have a 2004 Ford Explorer that won't start won't turn over. No clicking sound, nothing at all. When key is turned to start position the only thing that happens is the little 'ding ding' sound on the dash. I have changed battery, battery connections, starter, starter solenoid, starter relay, neutral safety switch and ignition switch. I still get nothing. Have even checked all fuses with a tester. Any ideas?

What does the security light on the dash do? It should blink once every 2-3 secondswithout the key, then when it's turned to on it should go on steady for a second or two then go out, this is when the car can be started, if yours is flashing rapidly, the security system has a problem, any aftermarket security or remote starter? Try a different key if you still have the other one.
