1999 Ford Explorer will not start

It started and then when I went to restart nothing. And we tried to jump it and still nothing. What can it be? It has been running great the inside lights come on. And the headlights. So I think the battery is ok. But not sure.

Suspect the starter
check and make sure the battery is fully charged
turn headlights on and try to start does the light go out and if so suspect the battery and or terminals remove cables clean and tighten

if no change suspect bad starter
check for power at the small wire S at the starter when helper trying to start it for you
