1997 Ford Explorer replacing check engine light

My check engine light does not work. I was told by the worker at my E-Check said the light dosent register that it is on but that it just dosent work. It needs to be fixed to pass the e-check. I've been told it can be a simple bulb chang or it might be a dioed and needs the gauge cluster changed. Can you tell me what kind of light it is and what needs changed?

The bulb is nothing but a simple dash light bulb that you would match up when you get it out but you would have to remove the dash cluster to get access to it. If the bulb doesn't work, there is a plastic printed circuit board on the back of the cluster that could have a problem.
