1999 Expedition (Eddie Bauer) AC Issue

The AC will not blow cold.

I replaced the Climate Control and the problem still persists. I also noticed that the AC clutch will not stay on, but continually cycles on and off. (Which is why I suspected the CC). I have checked all relays and fuses, all ok. Is this a deeper electrical issue, or do I need to replace the clutch?

I can't find the smaller AC intake valve. Where is it located?
