1997 Ford Escort Car won't start, but battery has charge

My escort has not started for a long time now, and I fear I've neglected it too much. I just replaced the battery with one I got at a wreckers. It has plenty of charge. But that didn't help. All the accessories work (wipers, radio, heater, fuel pump pre-starting), but nothing happens when I turn it over. No sounds, nothing. I've checked the spark plugs, and they seem fine. I am wondering whether this is a starter motor problem, or the alternator or perhaps everything frozen because of it being in the cold and not having been started for a few weeks?

I think the solenoid might be frozen
