1993 Ford Aerostar Engine will not heat up

1997 areostar had head gaskets replaced 30000 miles ago. They were leaking. Since that work was done the engine will not heat up to the nomral temperature before the engine work was done.
This means the heater doesn't put hardly any heat out. I had a new themrostat replaced today, still engine temp. Hasn't changed. Because the engine runs so cold it effects the gas mileage plus the heater and defoster won't keep windshield clear in winter weather. I have grille completely covered with a "winter Front" this makes the heat gauge go to just to the "N" on the heat gauge. Before the engine work the gauge ran between the "O" & "R" on the engine temp gauge. Have had several mechanic try to repair this problem but no results. The water temp in the radiator reflexes the engine low temp.
Help! It's cold in Minnesota this time of the year.
