1977 Dodge Van van wont start or crank

My van wont start nor will it crank over and the head lights and and all things doing with electrical wont work and I dont know what it is I took off the water pump the other day and had removed the negative from the batt. After that I had to take the alternator off to reach the water pump so I removed that than I put all back together and went to go start it and nothing happen so I started lookin at stuff and the one fuseable link started to smoke when I moved it so I than replaced that with a new 12 gage fuse holder and it has 30 amp fuses and all it does is blow them as soon as I touch the holder what can it be please help me

The fusible link circuit is shorted to ground
