1999 Dodge Ram

My Dodge Ram 2500 Cummins diesel truck transmission shifts erratically through the forward gears. Often it remains stuck in 1st, 2nd and/or 3rd gear for a long period of time and well past the engine rpm that it should have upshifted. The transmission does not slip. I've changed the fluid and filter with no improvement. I consider myself to be a half decent mechanic but I am stuck. Please help.

Hi
Most common problem with Dodge trans. The governor and/or solenoid is faulty. No code is set but a pressure test will show if governor pressure low.

Governor and solenoid come as one unit. It is on valve body. Sorry I did not make that clear
