1996 Dodge Neon overheating engine

Change the thermostat two times still the engine overheating. The upper hose is hard the hose from the radiator going to the engine thermostat, and notice that the radiator fan is not working at all times. Even the temp gauge is already in the H or hot temp pls. Help me resolve my problem thans.

It might be a sensor or wiring issue if the fan isn't coming on. Your water pump may be seized or there could be another obstruction in the cooling system.

Does the car have any other symptoms or problems? How long does it take to overheat (driving or idling) and how warm is the area in which you live? Do you have the proper coolant in a 50/50 mix with distilled water?
