1996 Dodge Dakota Will not start - starter dragging

Truck just will not start! Bought a new battery. (The old one tested good at Autozone). Alternator tested good. Starter tested good. But when all are re-installed in the truck, the starter turns so slowly it will not start. A very low growl of a turning. Like the battery is one key turn from being dead.

Hi:
If all the connections are clean and tight, it sounds like the starter is drawing too much power. Was the starter removed and bench tested? If not, I would try it that way (maybe get a different starter to try). I think they may have missed something unless there is reason to believe there is an internal engine or flywheel problem.
