2003 Dodge Caravan Breaks lights and electric window proble

Tested out the breaks and they work fine. Our problem is that when we press the breaks, only the top lights on the van work (not the two bottom ones). Checked the fueses and they look fine. What other problems could it be?
Also, the drivers side window will not come down. It is electrical. We are not the original owners. And just came into ownership yesterday. Have no idea why the two issues are coming up. Thank you!

Welcome to the forum, brake lites first. Left rear assembly. White wire with tan tracer is voltage for brake, left side. Black wire is ground. Use a test lite see if you have voltage, when brake switch is activated.

As far as the driver-side window motor, that is usually the first one that goes out. I'd have to check the circuits to the window motor to be sure.
