1994 Dodge Caravan Instrument guages

All of my instrument cluster guages ( tach, speeedometer, oil pressure, temp, amps, fuel tank)stopped working. They were working a month or so ago. I removed the battery cables a few weeks ago to recharge the battery. When I replaced the cables, I noticed that the guages were not working. I think they were before but I am not positive. The instrument cluster fuse is the same as the horn. The horn works. Is there any way to test the cluster without removing it and re[lacing it? Could the problem be something other than a bad cluster?

Also, my fan does not turn on, but I believe it will do this only if engine needs cooling?

I drive this vehicle less than 2000 miles per year and need it to run when I need it.

Your horn is not controlled by the same fuse. Re-check fuse #15 (high-lighted).
