Turn signal not working

Hello there guys. I'am ready to purchase the one of the cars I have always wanted a 1997 dodge avenger. How ever in looking at the vehicle the previous owner told me that the turn signals are not working. I checked the fuse it is in tact, but still not working. Why is this and how do I fix the problem? The milage on the vehicle is about 150, 00 miles. Thanks guys.

Flasher or turn signal switch are the only two components is the flasher fuse is OK. Good Luck
